New Delhi: Delhi government on Friday announced that it would be opening 100 new night shelters across the city over the next few days with a view to provide relief to the homeless from the biting cold.
Talking about the proposed move, Urban Development Minister Manish Sisodia said the SDMs who had been asked to map the homeless in the city had found 4,018 persons sleeping in the open at 212 locations. "At some places, the SDMs found more than 100 homeless in flocks... at some places, 30-40 people, while at many others, they found 15 to 20 people who were without shelter," Sisodia said. "Of these 212 locations, we have found that we need to provide shelters at 100 places," he added. "Some of the night shelters will be bigger, accommodating 100 to 300 people. Such shelters will be opened near hospitals, railway stations and bus terminuses. "Small night shelters, to house up to 100 homeless, and others accommodating 30 to 40 persons will be developed at the remaining locations. These night shelters will soon be constructed," Sisodia said, adding that the portable cabins would be put up in two-three days. Chief Minister Arvind Kejriwal had on Wednesday directed all SDMs in the national capital to conduct night-time inspections in their respective areas to ensure that the existing shelters were being run properly. The SDMs had also been asked to prepare a list of areas where night shelters are required to be put up on a priority basis within three days. Following its recent decision to survey 45 locations identified by an NGO, Ashray Adhikar Abhiyan, Sisodia said shelters would be put at many of those sites. "After the government's announcement, a large number of NGOs have come forward to develop the night shelters for the homeless in the city," he added.

NEW DELHI: The AAP-led government fulfilled its first big-ticket promise within three days of assuming power as Delhi's new Chief Minister Arvind Kejriwal announced almost 700 litres of free water daily for every household with metered connection starting January 1.
The much-awaited decision, which was one of the three key promises on which AAP rode to power, will come as relief for nine lakh households in the Capital, which currently consume less than 667 litres of water every day or 20 kilolitres in a month. Currently, there are 17 lakh households, which have a metered connection in Delhi.
At present, a family pays roughly Rs 220 per month for consuming up to 20 kilolitres water per month. "All the domestic consumers having metered connection will get 20 kilolitres of water free of cost from January 1. We will not even levy any existing charges such as water cess and sewerage charge," newly-appointed Delhi Jal Board CEO Vijay Kumar told reporters outside Kejriwal's residence in Ghaziabad.
He, however, said if the consumption limit crosses 20 kilolitres, then the consumer will have to pay for the water and other charges. Kejriwal defended his move on Twitter immediately after the Kumar made the announcement. "It is duty of any responsible govt (sic) to provide "lifeline water" to its citizens.V (sic) may debate the quantum but can v (sic) argue angst (sic) the principle?" he tweeted on Monday evening.
The newly appointed chief minister worked from home as he was unwell. According to Kejriwal, the implementation of this decision will mean a subsidy of Rs 40 crore for the next three months, that is till the end of the current financial year, which will be borne by the Delhi Jal Board. He, however, clarified on Twitter that the decision is for "good" and subsidy for next financial year will be calculated later.
This decision is in line with AAP's ideology that water is an individual's basic right. The party arrived at the 700 litres figure based on the World Health Organisation standard of 125 litres of water per person per day. "Our assurance does not need ramping up of water sourcing, but more equitable redistribution," Praveen Singh, member of AAP's committee on water, had told ET earlier. Rival parties, expectedly, criticized the announcement. Taking a dig at AAP, Congress spokesperson Sandeep Dikshit told reporters, "First the government should provide water to those who don't get water at all."

"We have ordered an audit of the private power distribution companies. The CAG has said it will do the audit," Chief Minister Arvind Kejriwal said. He also said Lieutenant Governor Najeeb Jung's order on the audit of the companies will go to CAG Shashi Kant Sharma tomorrow.
The Delhi Government had given time to the three companies - BSES Yamuna Power Ltd, BSES Rajdhani Power Ltd and Tata Power Delhi Distribution Ltd - till this morning to give their views on why there should not be a CAG audit of their companies.
Asked what the companies have told the government, Mr Kejriwal said they had given numerous reasons but not one reason why the audit should not be done. He added that the auditing will cover from the days the power distribution was privatised.
He also rejected the view that the matter was sub-judice and the decision cannot be taken. "The matter has been in the High Court and proceedings are on. No stay has been granted. Even now the proceedings can go on."
On complaints about the defective quality of power meters, the Chief Minister said the government would approach IIT Delhi and Delhi College of Engineering for suggestion to improve the quality of meters.
Mr Kejriwal said there had been constant demand for auditing of the private power distribution companies and the previous government was "misleading" the people saying the matter was in the court.
"What the previous government could not do in four years, we have done in four days," he said.
Asked about BJP leader Arun Jaitley's criticism that his government was taking populist measures with short-term objectives, Mr Kejriwal said people can argue about the quantity of water to be supplied free but any civilised government has a duty to provide it.
Yesterday, Mr Kejriwal had announced 50 per cent subsidy to those consumers whose monthly consumption does not cross 400 units. Those who consume more will pay for the entire supply. Halving the capital's electricity bills was one of Mr Kejriwal's major pre-poll promises.
